Why does my phone tell me my storage is full and won't even allow me to receive text messages

My ZTE phone said that my storage was running out so I installed a SD card and moved everything I could, even some apps that my app2SD manager said couldn't be moved, on to the card but my phone still says there's no available space. At the same time my Cache cleaner tells me I'm only using about 25% of my available storage. What's up with this? Can anyone help me? I even tried doing basically a Factory Reset. I cleared all data from most of the apps before moving them to the card and still the new accumulated data shows up on the phone storage. What can I do to Free up more space?
