How do you turn off the annoying notification that "Mobile data is turned off"

I leave data off most of the time, as I have good access to wi-fi, and recently a permanent notification has appeared on my Samsung Galaxy telling me data is turned off. The only way to get rid of it that I have found is to turn data on. Any ideas?

Hi, if it's embedded in the software, the only way to remove the constant notification is to root the device.
