How can I restore the system phone app?

The app manager shows data space allocated, but 0 app space. The icon is not to be found, either in apps page or file system. Can anyone help?

I have a Samsung Galaxy tab 10. At one point I did not want phone service on it, but do not remember deleting anything (can you even delete system apps?). BTW, I posted first Q as guest.

Also, reset to factory defaults already, so few apps installed, and NO phone app.
