LG Optimus Elite VM696 can't connect to wifi.

[AC Question]

WiFi keeps looping "Connecting, Disconnected, Scanning, Connecting, Disconnected"
Tried:
- Enable airplane mode, enable wifi.
- Disable airplane mode, enable wifi.
- Bluetooth off/on.
- Forget network, re-add.
- Set wireless router to open.
- Use WPS (phone does not see router)
- Reboot phone.
- Factory reset phone. (Volume Down + Power pressed)
- Other phones/pc/laptop do connect to same wifi.
- Phone does not connect to ANY wifi at all.
