why is my system memory so high?

Hi, i have a samsung galaxy prime. it only has an 8gb storage and i'm scrapping the bottom of the barrel for storage space. i have recently noticed that the system memory of my phone is staying at 3.50gb. i've deleted built in apps in my phone and it stays the same. now im wondering if i have to reset my phone in order for the system memory to be greatly reduced.

3.5GB of free RAM? Free ROM? Used RAM? Used ROM? It matters. (Android will use as much RAM as it can, unlike Windows, which likes as much free RAM as possible.)
