This sim card is from unknown source

Philippine Sim Card-Smart

I have an issues here. I bought a Motorola Phone. I had it unlocked and inserted
a Philippine sim card. When I turn on the phone (in the US) I get the following error message 'This Sim card is from an unknown source'.
Of course I am not getting a signal. BUT the phone works great in the Philippines not in the USA. I did go thru the setting, still nothing.

Is it the phone or the OS? What do I need to do?
