Why can't I use AT&T Visual Voicemail on my new S7 unlocked phone?

Just bought a Samsung Galaxy S7 and noticed the voicemail was not leaving the names from my address book. Downloaded the AT&T VVMail app and still can't get it to work. Is it possible AT&T underhandedly is turning this feature off due to the unlocked phone? Is that legal? I read other blogs where some unlocked Samsung phones work with AT&T while others don't.

Samsung isn't "underhandedly" turning anything off, they just aren't choosing to turn on every carrier's visual voicemail (and there are s many protocols as there are carriers). A locked phone has all the apps you need for that carrier, an unlocked phone doesn't have them. You gain using anyone's SIM card while losing a few things like VVM.
