273MB fGadapter.txt file dated July 4-2016 is located in the Phone root directory on my Samsung Galaxy S4, Android 5.0.1

What is it for? - do I need it and, if so, can I move it to be accessible on my 64MB SD card?

A txt file is text.file - plain old numbers and letters that can be read by humans (assuming you know the language it's written in). Open it in any text app. There should be at least some parts that make some sense to you. (As to exactly what it is, it could be the New York Times, a novel or a long joke - any text.)
