Phone storage message but it's not my stuff?

HTC Eye- keep getting message that the phone is low on storage when I hardly have anything stored on the actual phone. I've got apps set to my SD card but yet some won't move to it. I've gone into google play store and it shows all of these languages that I can't uninstall on my phone. I also have some of the apps on the phone disabled so that they don't take up room but to no avail, nothing works. I don't even have 9 apps on the phone.

Please let me know what to do because I can't even update my basic applications, even my gmail.

One thing to note, is that disabling apps won't free up storage on your phone. When you disable an app, it keeps the app from running on your phone and using RAM, but the app itself still stay stored on your phone whether it is running or not.. The only way to keep an app from using storage space is to uninstall it. How much available storage does the phone report?
