Why won't my Google Play Store download or install Apps?

I can't update installed apps or download new ones as the process is always an endless one without installing: the process starts normally but when the progress meter gets to 100%, it restarts from beginning and never installs. Someone should kindly help with useful idea(s) to resolve the problem please. I use an itel1702 device that runs Android 5.1. Thanks.

Hi

Go to Accounts, in settings. Remove Google Account. The turn phone off, and enter recovery and do a wipe of the Cache Partition. (no data loss). Then reboot, and re-add Google Account in Settings>Acccounts.
