    After searching for a app so I could use a different phone number temporally I wind up downloading two apps: Google Voice and Burner. I set them up and while testing Burner out, I realize that I couldn't make calls anymore. I uninstalled both apps unsure of the culprit, restarted my phone, and restarted it in safe mode to no avail. What's going on?
    If it helps, I have a Moto E (2gen) and my service state and cell network state are unchanged from before.

    In you settings under Personal, there should be a "backup and reset" this should give you 3 options one to reset settings, one to reset network settings and one to do a full factory restore.
    I would try to reset my network settings first and then go from there but make sure to back up any data before hand. If you have made periodic backups you could go that route but you may lose some current data, depending on when your last backup took place.
