How do I disable this popup?!?

[AC Question]

So randomly I began getting this popup that talks about WiFi-calling setup. I have no idea how to disable it and it only gives me two options, skip and learn more. This is NOT a heads up notification, it is a popup. I have no idea why this happened because I've had no problem with WiFi calling in the past. I do have tmoble but have no active data plan. I rely on WiFi. I have gotten so annoyed I used my root program to delete the Wi-Fi calling files all together and it still happens. If I can't get any help in going to have to reset my phone and I really don't want to. If someone could help I would really appreciate it!!
