Is it possible to manage an android device without an MDM application installed

Is it possible to manage a mobile device, be it android or ios, without a specific application (the MDM app) installed in the device? How does the MDM server directly connect to the user device via the internet? How does the control flow go ? Please help

In the case of both corporate MDM solutions I've had experience with, there is an app that gets installed on the device which then passes the management actions on to the device. There is a server on the corporate network that communicates to the app (or the app to the server).

Those 2 solutions I've had experience with are AirWatch (only on iOS) and MobileIron (on iOS and Android).

What is it you're trying to accomplish?
