How do you get pictures/videos from an Android Mini dropped in water

How do you get pictures and videos and other info back from an Android Mini that dropped in the water for two seconds while in a plastic bag (not wet but dead)? I dropped my phone in SeaWorld for literally two seconds it was in a plastic bag and the plastic bag was in another cloth-ish bag. It didn't get wet and it worked for two days but just in case I put it in a new plastic bag and it died overnight. My Nintendo 3DSXL was in the cloth bag too. It died. Rice with both for over a week, but nothing. It's been maybe a month now.

But if the phone was damaged from water exposure, it's probably too late to salvage the device. Do you know if the photos were being auto-backed up to your Google Photos in the cloud? https://support.google.com/photos/answer/6193313?co=GENIE.Platform=Android&hl=en. If not, then do you know if the photos were possibly saved to the microSD card instead of Internal Storage? Remove the card and insert it into your computer, and see if anything is on it.
