I want a way(an app I guess) to whitelist which apps have access to mobile data. But at the same time I don't want whitelist for WiFi. I want WiFi to either be untouched or have a blacklist instead. Is there any way? The apps I have tried either have a blacklist for both or whitelist for both.

I rarely use mobile data, but when I do turn it on to just check one little thing I don't want the phone to start downloading and updating heaps of stuff. It even does it to the point where it stops me from checking that one thing because it's doing so many other things at once.

I know some apps have a setting which disables mobile data for that one app but not all apps has that, plus I want one interface to deal with it all.
And I don't want to have to add each and every app to the WiFi whitelist. It's very cumbersome.

    Any suggestion?
I am on a rooted device

Have you tried using "restrict background data" in Settings -> Data Usage? With that turned on, nothing updates unless you open it.

I forgot to add that if you tap the apps listed below from that screen you can disable background updates individually if you don't want to use the blanket disable.
