How to navigate to folder in windows cmd

Trying to flash recovery image which is located in c:\Users\Alex\AppData\Local\Android\android-sdk\tools
Opened command prompt and it says c:\Users\Alex
Can someone please type out exactly what I would type to open that location. Everything I try says not recognized as a command so I'm typing something incorrectly. Please give me a clear example of exactly what to type thx

Hi, what device do you have? are you trying to access this file path on the device or a pc?

I finally figured it out actually. I have windows 7.
So if I open cmd with
c:\ Users\Alex>
Then I would start typing in the very next spot to the ">" and it would end up looking like this
C:\Users\Alex>cd AppData\Local\Android\android-sdk\tools
