Why am I receiving crazy popups ads after unlocking, when charging and even at locked?

I haven't installed anything new in ages. All of the sudden I start getting these popup ads, mainly when I am unlocking, hooked to charger and sometimes when I am locked. I have been through every app, changed their notification settings, I have deleted all but a couple of apps that I need. I have changed the chrome settings too. Where are these ads coming from, they are driving me nuts!
