How can I permanently stop Google Maps for asking for location permissions?

Every time I open Google Maps, I get a popup asking for permission to track location. Every time, I say "no." Is there a way to make this permanent, and stop the app for asking for location permissions every time I open it?

The issue is I've turned off location (I want it off), but Google Maps really thinks I should have it on. I have to specifically opt out every time I open the app.

I'm on a Verizon S5 running Android 6.0.1. Thanks!

(Please don't argue with me about how useful location is. I'm not usually looking at the map to find out where I am, so it's not useful for me.)
