Need to bring up my PUK so I can enter the code but I can't seem to do it

For some reason unknown to me when I turn my phone on the PUK code came on. I couldn't remember the code but the code I tried was wrong and it never even took off tries that I had put in. It just kept saying I had 10 tries left. I now have the code but I can't get the phone to open the PUK things so I can enter the correct code. I have tried everything removing the battery turning the phone off Etc but still no luck. I can open my photos and everything except make a phone call. I don't know how to bring up that PUK thing again need help
