Have problems connecting my galaxy 4 to the tv

It doesn't have phone service, is that an issue? I have disconnected the tv from the att box and nothing. The phone gets wireless from att uverse. I bought a generic mhl hdmi connector has a micro usb, hdmi connector to port, and and usb for power and nothing works. Tried screen mirroring and nothing. I was trying not to get the Chromecast. If I need that then I'll just use it on my galaxy J7.
