    The person who has their Google account still on the phone needs to seek password/account help from Google using their Gmail address.
    They then need to start and open the phone to factory reset in the Backup and Reset Settings.

    Without that, because of Google Factory Reset Protection, the device is and will remain useless to anyone else.

    No one here can advise you of any tricks or back door methods because
    A) it may be a stolen phone in some cases (we can't know)
    and
    B) there is no way around this!

    Get your money back if you can.
