Why can't I save images from Google or facebook on my galaxy s6?

I reset something on my phone and now my galaxy s6 won't let me save photos from Google or facebook. I go to the permission settings for both apps and it won't let me turn storage or any of the other options on. I get screen that says "screen overlay detected, to change this permission setting, you first have to turn off the screen overlay from Settings > Apps," and a button to open settings but when I get to that menu I have no idea what shod be switched on or off. I'm really regretting resetting things and I don't know how to fix this.
