Why can't I set my phone to not download anything without permission?

Hi, My boyfriend has very restricted acces to wifi (no data at all), like 2h per day tops. He set all possible setting to his S6 Edge but the phone keeps updated appes (automatic updates are disables) or now the phone started downloading pictures from his gmail account.
Do you have any ideas how he can restrict all wifi download, we did not find any apps for this.
