Phone doesn't recognize being connected to a PC

hi guys, i've got a simple issue tat i can't seem to solve:
usually i'd connect my phone via USB to a PC, it would pop up a bunch of icons (usb debgging enabled, file transfers etc) and i'd be able to choose "what to do with this device?". now whenever i'm connected i via SB the phone recognizes being charged but nothing else pops up. PC doesn't recognize the phone either. i got developers options and usb debugging both eneabled. tried disabling-enabling, restarting, etc.

i have a HTC one M8 with a 64GB samsung SD card, PC is windows 10

You haven't mentioned if you've disabled the USB charging mode and enabled the media transference mode locate within your settings.
