If I send a text message and it shows received does that mean a person had read the text sent to that number?

Hello. It does not mean the text was opened, no. Read reports are dependant on messaging app, carrier, charges or confined to MMS.
As Rukbat, a senior ambassador here mentioned, Read Reports don't necessarily mean the recipient actually looked at the text anyway, just agreed to returning the report and / or opening the text, but may not necessarily have read it. I'm just happy if I know it's been delivered.
