Why is uninstalled apps the largest data user?? Help

[AC Question]

Why the top usage of data is removed apps? This has been going on since March. I'm very frustrated and Motorola, Google, Verizon all don't know? They all say factory reset which I've done multiple times on each of the 5 droid maxx2 phones I've had since March!! It's consuming my life the way my phone changes settings on its own and has a mind of itsown alot of time. Someone please tell me I'm not the only person this if happening to?

I don't know more than Motorola, Google and Verizon, but if it were me, and the warranty had expired, I'd reflash the ROM (After saving everything).
