Why won't the restart work?

have tried to restart my s6 edge, but when it comes back on it says try again when not connected to wifi and connected to a network..wifi is off though so not sure why i get this msg. Anyone have any suggestions?

I don't understand it. Try a Cache Partition wipe from Recovery. Get back to us if still no go.
