Why won't my phone restart, is there anyway I can completely turn it off without resetting it again?

My apps kept closing out so I reset my phone and it has been stuck on the loading screen for the past 2 hours, I've tried wiping the data completely and resetting it but it won't change from that screen. Is there anything else I can do to fix it or completely shut it off?

A battery pull, or simulated battery pull.

And if that doesn't work, reflash the ROM (but you'll lose everything - which is why all phones should always be backed up).

(BTW, if you can't physically remove the battery, a simulated battery pull is holding the power button down until the phone restarts - about 30 seconds.)
