You have two options for syncing Outlook tasks from your PC with Samsung smartphone. The first option is Outlook.com cloud, so when you use a POP3 or IMAP account and want to sync the calendar events between Outlook desktop and a smartphone, you'll either need to use a utility or Outlook.com. Outlook.com will handle the calendar and contacts and you'll add the email account to Outlook and the device. Another option is Akruto ($35) which works the same way, but without using cloud for syncing data (only over Wi-Fi or p2p Internet connection).
