why cant i write letters on android on the dialer pad?

please tell me how to write alphabets on dialer pad.

Not sure you can. The dialer pad is for making phone calls which are numerical

The pad sends tones - which are interpreted by phone circuits as numbers. If you can find an S9 keypad (there are a few in the Play store), you can send alpha (tapping 2 once sends 2, twice sends A, three time sends B, etc.), but a standard phone pad can't be used to "send alphabets", because all it sends are tones.
