Why my tab3lite version4.4.4 has no contact's application key pad?

It's not showing my contacts,if I want to make a call I can't find the call pads. I tried to import my contacts but can't install it!
How shall I fix this?please I need your help!thanks.

A tablet would not contain the cellular radio to connect voice calls, typically this is different from those that connect for data service. As such, there is no dialer. You should still have a Contacts or People app, and that would be populated using the contacts from your Google account.

Welcome to Android Central! hallux is correct. Tablets that have LTE capability only use that for mobile data (i.e., internet access), not for telephony.
