How to transfer files to my note 4 ?

I want to transfer some icons to my note 4. said its not connect or phone is turned off. I can download files from phone to computer but not from computer to phone.

You don't have write permissions to add stuff to internal memory. Add the files to sd card and use My Files to move them.
