Google Voice can't make phone calls anymore

Hi all. I recently took my S7 Edge back to the store and got a refurbished one as a replacement. Before the swap, I could use google to make phone calls, ie "OK Google, Call Josh Baker" and the phone would call Josh Baker. Now I can't. I will tell the phone to call Josh Baker, and it will think about it for a while, and then ask me who I want to call. I can manually select Josh Baker, and the phone will then call, but that defeats the purpose of voice commands. Any ideas on how to fix this?
