Unknown app and package appearing problem

Automatic app installing (Un authentic), Unknown sources is unchecked yet while after and internet connection It rechecks itself and com.google.system.sJlheEVhYeiavHMnr keeps appearing again and again asking me to Install the package whereas I have blocked the installation. I cancel it every time but it bothers me as always appers no matter whether I am connected to the Internet and I cant operate my cell phone and do daily routine tasks such as messaging some one or taking a picture easily without it appearing 10 times. I have also tried restoring my cell still the problem persists

Welcome to the forums. Is this app activated as a device administrator? Check in Settings>security>device administrators. Uncheck that app and then you can uninstall it.
