Cell tower signal power fluctuations.

In the government campus where I work (😕) my office is on a second floor and we are more or less centered in the wing.l of the building. The cell tower seems to be to the SSE of the building and not very prominent.
Anyways, lately the signal strength has taken a dive and frequently I do not have a "good enough" signal, more than 2 bars, to receive text messages (SMS). Not too long ago, say last summer, this wasn't near as obvious so why is it now?
Is AT&T playing with the service/broadcast strength do you think? Just how strong should a signal be and how would the average "joe" (me) know when the signal falls off what is the cause?
As a consumer I am not getting this service free and the company (I slave for) does not subsidize private phones. I feel I should be bitchin' to somebody but don't know who, nor how to complain (effectively).
