I can't send or recieve pictures?

I'm in the USA, my data is turned on and not restricted or limited, I have restarted my phone almost a thousand times now, I use a Droid Mini and my carrier is Verizon. The pictures used to send and deliver but now they just stopped??

Try this "Tap" on the picture-s you wanto Send..you'll see options
like: Edit-Share-Delete,.etc. Select "Share" a bunch of webmail's
and apps to send Photos appears..select [Upload to photos
(Google)] The pics selected will be Send to Google-Photos
app: From here you can Resend the photos to anywhere
but You've to have "Google photos app configured"

I tried email and text. I thought maybe too many photos were clogging the system, so I deleted many. But each time, I either get a message that sending failed, or it doesn't say anything, but the pix don't go through.

When I tap on the photo, the options that come up from the three dots do not include "share."
