I am talking if i plug my phone to charge from someone's laptop, can he isntall a program/app from his laptop without touching the phone at all? Can he do it if i lock my phone, but if the phone was unlocked when first connected? Does the phone need to stay unlocked for him to install anything? Thanks!

If he has your Google login and password, he doesn't even need your phone. (I normally install apps using my desktop - with the phone not connected to the computer, just turned on.)

If not, he can copy an app's apk to your phone, and if the phone was unlocked he could have run that apk to install the app in your phone. (Rule of thumb - never let the phone out of your hands if it can get into someone else's hands.)
