tethering and mobile hotspot background data. What is it and how do i shut it off?

My data plan is over by 4 Gigabytes. I checked my phone and it said that the mobile hotspot used 9 GB of data. How? I had limits set. I checked it just now and the phone is is saying that it is using data and I am not using it. There is .31 GB of data used for Tehthering and Mobile Hotspot background, and I am not using the tethering or hotspot. Can I shut something off or adjust something to stop this?

You should be able to turn it off in settings... Something is using your device as a modem, that's what tethering is.. Usually a computer

I'm not sure about all but most phones can not use WiFi when the tethering or hotspot is on.
