Who owns Access Cloud system app on Samsung Galaxy 7

Who owns the system app on a Verizon Wireless Samsung Galaxy 7? I have tracked the burning of my data plan and battery. If anyone knows who the parent company is, I would like to open up a complaint with the FCC.

I can't find any app with that name, but if it's a system app it's probably Google (although there's a slight chance that it's Verizon).

Read any software license - the developer is not responsible for any damage to your equipment or data. The FCC won't even entertain such a complaint if it's caused by an app.
