Why does my phone say it's charging, but the icon is an ! and stuck at 1%?

This problem has plagued me for days. I have a droid ultra, and it seems the charging port is a bit touchy. Sometimes it works, others it doesn't. It charged fine yesterday, but now it's stuck at 1%, my lock screen says charging, yet the icon is a !, not indicating charging. I've tried several different cords but it seems random which ones work, and sometimes those don't work.

Read a web article the "Exclamation point" means the battery
Not longer communicate with the device. Factory reset
or battery clean contacts, can help but the best
choice is replace the phone..up to you!
