Wifi cycles on and off constantly

Samsung Note 4, Base Band N910VVRU2CPG2. For the past month or so (might have been this version update) Most times when you turn wifi on (normal & safe mode), it cycles on and off in roughly 3 second intervals. Rebooting will clear the issue. When it's cycling on and off, it seems to use MUCH more power. It will occasionally connect, there's no rhyme or reason (location [doesn't matter what network I'm attempting to connect to, happens anywhere] or otherwise).

Under Settings | Applications | Application Manager 'Wi-Fi Direct' and 'Wi-Fi Direct Share' System Apps have been disabled.

This is the 3rd phone that this occurs on, I'm under extended warranty with Verizon, they've replaced the original phone twice. Contacted Samsung support, and after 45 minutes of troubleshooting, the tech suggested getting the phone reflashed. To reflash it will just recreate the problem, as 2 replacements has shown.
