HTC 10 usb CORD not recognized

I have intresting problem with my HTC 10. All started when the charger didn't want to work, phone just kept blinking as it lost and regained the charging. I can charge with usb cable alone just fine.

However while charging works on pc, I cannot connect the phone to it, or rather pc doesn't recognize there's phone attached to it. Or so I thought, after while I noticed my Computer doesn't react to phone being plugged or unplugged to the cable. Rather it reacts to CABLE itself being unplugged and plugged.

Somehow the usb cable itself is in error mode, however I do not know how to fix this.

Evidently there's a short in the cable - replace it. (The computer should not "respond" in any way to a USB cable being plugged in with nothing on the other end of it.)
