Unable to play Google Play Music stream even though it's downloaded already?

As the title says, every other song in my library will stop within the first 5 seconds and say it's unable to stream / play at the moment. I'll then click play again, and it will work momentarily before stopping. Interestingly, if I skip to halfway through, the song is fine. Songs that I stream over LTE are a rarity for me, but they don't skip IIRC.

I've contacted Google support many times. The following solutions didn't work: uninstall Google Play Music app updates; sign out from Google Services; and I've reset the phone from the settings menu twice with no luck.

Podcasts work.. Sending to my chromecast works. I've been dealing with this for months, and I'm at a loss.

Phone is Galaxy S5 Neo with the most current software updates.

Welcome to Android Central! If the songs are downloaded, what happens if you turn off your wi-fi and mobile data temporarily (by turning on Airplane Mode)? Do the songs play normally?
