Call waiting didn't hear from my phone while i'm talking to one person, it's ringing

When I'm talking to one person, another person called. But the second person didn't hear call waiting. He hear ringing sound. He can't understand I'm in another call. But the call is coming to my phone. It's my phone problem or connection problem?

Welcome to Android Central! Did you actually hear the call waiting tone when that person called? If not, then you may not have activated call waiting on your phone or your plan. Open your Phone app, tap Menu>Settings>Call Settings, and look for the Call Waiting option. Make sure it's turned on.
