I need software to install a new rom on my factory reset zte t221

[AC Question]

I did a factory reset on my phone and now I have no system to boot into....ie I gubbed the phone....now i need software on my pc to install a new one.....BUT i have tried a lot and none of them recognise my phone....please help
I get access only to wifi connections but have no hotspots and beside that
i wouldnt know what to do if i did
