New Gear S3 Classic missing Samsung Pay

[AC Question]

I just bought a Samsung gear s3 classic, and the Samsung Pay app is missing. It is a non LTE version. The gear app on my S7 is up to date and the watch software is up to date. What gives? I spent a half hour on the phone with Samsung and they couldnt figure it out except to say it may not be available yet. I have a friend with a Frontier non LTE model and his has it.
