if contact is blocked what does it take for them to be listed as frequently contacted

I recently blocked a contact about 6 weeks ago but now that person is listed in my frequently contacted list? how does this happen? I also share the phone with another party

It seems the other person is unblocking and calling the number. Who and when should be on your phone bill...
I never let anyone touch my phone. Ever.
