I recently turned on my Nexus 7 (2013) which I haven't used in ages and which was still running an old version of Android 5. I checked for updates and was given an update for the latest Android 5 security patches. I went ahead an updated. When I then checked for updates again, it said that no updates were available. However, the Nexus 7 (2013) was given OTA updates up through Android 6. Why am I not being given the update on my device? It's been weeks that it's been saying this, and I still am not being offered anything.

You may need to flash it manually: https://developers.google.com/android/images

Scroll down to find the correct file. I'm not sure why it's not receiving ota, but if you don't want to wait flash manually. Otherwise, give it some time and try again in a day or two.
