Why can't I uninstall an app as system administrator

I am trying to uninstall psafe app and cannot turn it off as a system administrator. Every time I try, I get the error msg, "unfortunately, settings has stopped", and it sets me back to the last page. (In the app mgr, the uninstall is greyed out, so it won't let me do that either.) Anyone have any advice?

Try doing it in safe mode
