my phone wont come on

My G4 will come on and battery says 95% full and then it goes right back off. there is only a blinking blue light in the top corner

Blinking on and off? Or glowing brighter and brighter, then low, then getting brighter again?

The first is a problem in the phone and it has to go in for repair.

The second is the phone loading files from storage and it will eventually finish and come to life (but "eventually" can be an hour or two if you have a lot of apps, so keep the charger plugged in).
